What’s the location of Blot’s servers? If data is exported from the EU/UK to the US, a data processing agreement is required and standard contractual clauses. An IP address counts as personally identifiable data (court decision).
Blot's servers are located in the United States and are bound by the laws of the United States. If you can't legally use Blot's service per the laws in your own country, then that's for you to determine but Blot is firmly outside the jurisdiction of the UK/EU. If courts within the UK/EU think they can enforce their laws beyond their borders then I wish them the best of luck.
For what it's worth, I do care about privacy. I don't collect IP addresses under normal operation but reserve the right to do so in the event of a DDOS attack. To date, this has not happened. You can read Blot's privacy policy.
