The answer will depend on the template you are using, but you'll likely want to fork an editable copy of your template if you haven't already and then edit your template's footer.html file. For example, if you're using the Blog template you'd insert a new paragraph before line 1.

The problem I'm having with this on the previous iteration of the blog template (the one with the wrapper centered) is that the footer wants to fill in whatever space is left in the Previous or Next post area. For instance, if I'm on the page for the first post, since there is no next post, the footer ends up in that area. I've tried various CSS tricks to get it out, but nothing seems to have worked.
